In June, the Philippine House of Representatives did something it had only done once before in its entire history: it expelled a sitting member.
The internet, being the internet, did not reach for outrage. It reached for a nickname. Congressmeow. Within days there were edits, there were reaction videos, there was a whole genre of cat-in-a-barong content. A political scandal became a meme faster than the news cycle could file it.
Congressmeow is what happens when you take that joke and give it a ticker. No manifesto, no promises about disrupting finance, no roadmap to a Layer 2 nobody asked for. Just a very serious cat, a very red tie, and a community that got the reference.
Every meme coin claims to be a movement. This one is honest enough to admit it is a punchline.
