Short version: we collect your Solana wallet address, your transaction signature and the amount you paid, plus an email or Telegram handle only if you choose to give one. It goes into a private spreadsheet used to work out what you are owed. We do not sell it. We never ask for card details, bank details, government ID or a seed phrase.
The personal information controller is the independent group of persons operating the Congressmeow project ("we", "us"). Because the Project is unincorporated, enquiries and requests are handled through the official Telegram channel linked in the footer of the site. If a formal contact address or Data Protection Officer is appointed, this notice will be updated to name them.
Where you give us an email address or handle, that is personal information. A wallet address is pseudonymous on its own, but may become personal information when linked to those details, and we treat it accordingly.
We do not ask for and will never ask for: your seed phrase or private key, a password, a card number, a bank account number, a government-issued ID, your home address, or your date of birth. Any site or person claiming to be us and asking for these is not us. We do not knowingly collect data from anyone under eighteen.
Under sections 12 and 13 of the Data Privacy Act, we rely on the following:
Submissions are written to a private Google Sheet accessible only to the Project operators, through a Google Apps Script endpoint. Google acts as our processor and its own terms and safeguards apply to that storage. This may involve transfer to and processing on servers outside the Philippines; where that occurs we rely on the contractual protections offered by that provider, and we remain accountable for your data under section 21 of the Act.
The website itself is a static site and holds no database. We do not sell, rent, trade or share your data with third parties for their own purposes, and we do not use it for advertising or profiling. The only exception is disclosure required by a lawful order from a competent authority, or as described in section 6 of the Terms in connection with anti-money-laundering obligations.
We apply reasonable and appropriate organisational, physical and technical measures, including restricting access to the records to the operators who need it, using provider-level authentication, and verifying every payment against the blockchain rather than trusting submitted data. No system is perfectly secure, and we cannot guarantee absolute security.
In the event of a personal data breach likely to give rise to a real risk of serious harm, we will notify the National Privacy Commission and affected data subjects within seventy-two (72) hours of knowledge of the breach, as required by the Act.
Your record is the evidence of what you paid and what you are owed, so it is kept until the Token Generation Event and any claim period conclude, plus a reasonable further period for accounting, tax and dispute resolution. If the Project is abandoned, the records are deleted once any residual obligations are settled.
We cannot delete the record of a purchase while you still hold an unclaimed allocation, because that record is the only proof of what you are owed. Optional contact details can be removed at any time on request.

To exercise any of these, message the official Telegram channel with the wallet address you paid from. We may ask you to demonstrate control of that wallet before acting, so that we do not disclose one person's records to another. We aim to respond within fifteen (15) working days.
Your payment is verified automatically against the Solana blockchain, and an allocation is calculated from the verified amount. This is arithmetic rather than profiling, it produces no legal effect beyond recording what you are owed, and a person reviews any case that the automated check flags or rejects. You can ask for human review of any outcome.
This site sets no cookies of its own and runs no advertising, analytics or tracking. We store a copy of your most recent transaction signature in your own browser's local storage, so that a payment can be recovered if the page fails before recording it. That stays on your device, is never transmitted except when you submit it, and you can clear it through your browser at any time.
Fonts and libraries are loaded from Google Fonts, esm.sh and jsDelivr, and price data from public market APIs. Those providers receive your IP address as a necessary part of serving the request. We do not control or log that.
Your payment is already recorded on the Solana blockchain, and so is any future distribution of tokens to you. That ledger is public and permanent, and we cannot delete or amend it. Anyone can see that your address paid the treasury, how much and when, and later that it received tokens. This is inherent to how public blockchains work, and it is not something your rights under section 8 can undo, because we are not the controller of the blockchain.
This notice is written primarily against the Philippine Data Privacy Act. If you are in a jurisdiction with its own data protection law, that law may give you additional or different rights. We will honour any right of access, correction, objection, erasure or portability that applies to you, on the same request route described in section 8, regardless of where you are.
Note that the Token is not offered to persons in the European Economic Area, the United Kingdom, the United States and certain other jurisdictions, as set out in the Terms. We do not target those markets and do not knowingly process the data of buyers located there.
We may update this notice. The version in force is the one published here, identified by the version number and date at the top. Material changes will be announced on the official channels.
If you are unhappy with how we have handled your data, tell us first through the official Telegram channel and we will try to put it right. You may also complain directly to the National Privacy Commission of the Philippines at privacy.gov.ph.
